    Roughen edges of a layer

    We can use the Gaussian Blur tool to achieve an uneven edge on a layer.

    1. Select your layer.
    2. Goto Tools and then Effects
    3. Click Add Effect and select the Blur from the Gaussian group.
    4. Use the radius slider to achieve the desired effect.

    The bigger the radius, the greater the blur on the edge. Just a 1.0 px radius on this effect was enough for me to achieve a rough edge.
